Balloon Cover-Up Die-namics is PERFECT for a shaker card and I'm here for it! I also wanted to use Happiest Birthday Stamp Set and thought it would work great as the background. 

To begin, I cut Balloon Cover-Up from Eiffel Tower card stock and added the balloons using Fire Coral, Candied Yam, and Caribbean Sea card stocks. The shaker window was completed by adhering clear acetate card stock on the back using 1/8" Scor Tape.

The shaker element was created using foam tape, Star Pops Die-namics, Polka Dot Pops, and seed beads in the card stock colors, stamped Happiest Birthday Stamp Set on Sweet Tooth card stock for the back and closed it up.

The shaker element was adhered to a Sweet Tooth card stock base and it was done!
